Most of the "Les Schwabb" tire stores will do split rims, especially the truck shops (near freeway) and the ones out in farm country. I've not found any other chain that will deal with them. Sometimes the little used-tire places in the poor part of town will do them, probably because they don't care about safety, they need the money, and they know they're not worth sueing if something goes wrong.
Without a cage, the next best thing is turn it with the ring down, stick it under the back of the truck, and use a clip-on air hose. I've heard of people wrapping a binder chain through it or tying on some railroad iron or both.
Danger or not it's a lot of grunt work and you need the right tools. There's only two services I generally pay for: rooting out the sewer and mounting split-rim tires.
Latest army regs, on the deuce-and-a-halfs at least, say after airing down the tires because of mud or snow, tires & wheels must be removed from truck and put in a cage before airing them back up! Yeah, right. On the rear dualies it's not dangerous because the rings face each other. On the front I do always stand to the side so if the ring blows off I'll only lose my arm and not my neck!
Some of the wheels on my M37 have bolt-on retainer rings, which of course are in no danger of flying off.
