Long ago, the patent office required a working model of each invention, but not any more. These days a patent is just a license to sue. The examiners are overworked and patent attorneys seem to thrive on writing up descriptions that are incomprehensible even to their inventors (speaking for myself). The result is that these days they'll approve pretty much anything, on the theory that the courts can sort it out if anyone disagrees. A few years ago a guy got a patent on the technique of using a laser pointer to entertain a cat. He did it just to prove that you can patent anything nowadays.
