Maybe I'm mistaken but is Clueless not asking why not just run a driveline disc brake as your braking system...not your E-brake. Maybe I'm not following his question because I see no real issue with the stock drum E-brake...better than most I'd say.
Try one of these if your drums aren't good enough for you....
