Also occurs when there's not enough pre-load on the bearings. Properly adjusted without the inner dust seals on the ball surface, the hubs are hard to turn by hand. There is some basic geometry involved with the hub to axle housing set up and adjustment. If the bearings are shimmed too high or too low you can end up with tracta joints binding on tight turns and putting too much load on the inner bushes, bearings too loose can make the steering feel good, but allow the shimmy, worn/loose tie rod and drag link ends also allow the shimmy.
