it's supposed to run up the drivers side frame rail, crosses over under the front crank pulley to the fuel pump.
Move the pump to carb line as close to the inner fender away from the manifold.
The proper "thick" manifold to carb base gasket must also be used.
And yes if the heat riser is open or even half way it will cause problems.
