Why does HomeDepot store their lumber underwater?

It is the only way i can think of to get entire units of lumber soaked clean through.
While running screws into my new cedar fencing the boards literally bleed water around the screw!

In utah the average humidity is less than 50% which means 3 days from now my fence will look like i screwed airplane propellers to it..... errrr
