I wonder if a proportion control valve would solve the problem. Normally, you would have the proportion control valve on the rear wheels. However in your application, the proportion control valve would be on the front brake line.

I have a idea that this would solve your problem and for short bucks. Go to summitracing.com and search on proportion control valves.
