Yes, but steel core gets snarly just as easily if you're not careful. Fiber core winds better on a small drum, and more importantly, it holds lubricant that helps the strands slip over each other when being bent tight or stressed hard. I know the proper way to lube it is to run the cable through a pan of special cable lube, warmed to make it runny enough to soak in. I actually have a bucket of that stuff somewhere, but I just pour my used gear oil or motor oil over any winch drums that are looking dry, when I happen to have some. Don't know if it lubes the cable very much, but it at least reduces the rust.
