I agree with the 98% part. Lead-acid batteries, regardless of the construction are very easy to charge so long as you're patient. All the "smart" charging tricks, adjustment for temperature, variations based on type of construction, etc only come into play when you want to charge it as quickly as possible. The real problems with the el-cheapo chargers are things like overload protectors that keep tripping because the transformer is undersized, meters that barely indicate anything, a maximum voltage that's too low to fully charge the battery, and flimsy mechanical construction.
