It's time to repurpose the hand winch into a rotator for the crane vertical post. Think this through better than I have, but here's the general concept. With more careful thought and some sketches, the details will improve.

Replace the 5/16" bolt with a 5/16" eye double-nutted to the outer pipe to hold it in place. Remove the cable from the hand winch, put it through the eye. Loop the cable around threads below the eye a few times to secure it to the eye, then continue wrapping the cable around the main vertical post three or so times, going through the eye again if possible.

Reattach the cable ends to the hand crank spool from opposite sides, so as one end of the cable winds in on the spool the other end of the cable winds out from the spool. Separate the cable halves on the spool somehow, perhaps by welding a new flange divider around center of the spool so the in-coming and out-going cables stay separate and do not get tangled together.

Using something like a large "L" bracket, mount the hand winch to the bed with its handle facing up. By cranking the hand winch in one direction or the other, you can now rotate the crane's vertical main post in a controlled manner and "lock" it in any position. :)

As I said, think about the details more than I have and a better solution will eventually present itself. Good luck and have fun!
