I agree with Jerry, pull the valve apart and see what might be wrong with it. Since the valve is not sealing off the flow I doubt whether the packing is loose. I would look at the sealing surfaces and check for dirt, or a scored mark. Almost every part for those lanterns has not changed for many years and since they are still making them, I would imagine that you should be able to find what you need. I have even seen Coleman lantern parts (pump rebuild kits, mantles, wicks, globes) at Wal-Mart, so sourcing what you need shouldn't be too tough.
