You can occasionally find NOS speedometers for way less than $400. These speedometers are not that complex. If they need $400 worth of work, they should be taken apart for parts.
What happens most is that the main bearing at the back drys out and seizes. I've only done a couple, but adding oil and turning the input freed them up and I never had a problem again. I think it is just a sleeve bearing.
Some of the FFPW speedometers have a place to oil the bearing. This is something that should be put on your maintenance schedule if it hasn't been done. It will save you future problems.
A little 3-in-One oil on the friction points is all that is needed. If you can't get your speedometer going, find another used one. They are not that hard to find.
