It's no different than a motorcycle. Certain kinds of riding you want to steepen the angle(add neg caster) for riding on a tight track at low speeds. If you're riding an open track with high speed straight always, you want to install clamps that will lessen the angle which provides stability at high speed.
It's a balancing act...lots of + caster makes it harder to steer but real stable on bumps & high speed. Lots of neg caster...good for turning ...like it would be better for strictly off-road like 10mph or less...which is what these were designed for but are never used in that manner anymore.
Picture riding a bicycle with no fork angle & taking your hands off the bars...cars are identical.
