I've never seen an oil pan on anything that was other than bare steel inside. There might be a sort of oil-blued black oxide coating, but that's it. Are you sure it's coated with something? It should never rust, since it's covered with oil. I would be concerned that any sort of paint could come off and clog the oil system.
