I go by feel, but if you are looking for a torque number, I would recommend something in the 40-50 ft-lb reading on the inner nut with the wheel rotating, and 30-35 ft-lb on the outer nut. DON'T FORGET THE LOCK RING! I worry about stripping out the spindle threads, so I err on the side of slightly less torque. And I've never had any wheel bearing problems.

When I'm tightening by feel, I go to the point where the resistance on the inner nut begins to increase rapidly, which is caused by the rollers now being completely seated, and I'm just adding more pressure to the bearings. On the outer nut, I tighten it in one smooth motion, and when the motion starts to catch or jerk, I snug it one more "jerk" and I'm done. It's subjective, and it's not critical either.
