I usually try to refresh when we get over 1,000 messages.
Scrolling is one reason, the main reason is bandwidth.
Bandwidth is the amount of data transferred every time someone views a page. The bigger the page, the more data that gets transferred.
Because I get charged for excess bandwidth, I try to keep the forum page down to a reasonable size, usually around 300kb.
The refresh shrinks the size of the main page, bandwidth stays low, and I don't have to pay out anythibg extra at the end of the month. Thats the reason I moved off a lot of pictures to Photopoint, picture files can be huge, and they use up the bandwitdh. Most months I don't have any bandwidth charges, but I have had some months of $5 charges, and some with $40.
