Yes, that's a 3/4-ton WC Command Car, circa 1942 to 1944.

Loudspeakers were used for troop addressing, for urging enemy troops to surrender, and for playing recordings of vehicle movements to confuse the enemy. Using a wire recorder, a single truck can become anything from a lone tank to a convoy. One scenario would be to trick the enemy into thinking an area was heavily reinforced, so they pick a different route. One suitable for us for ambush. The enemy used listening devices, particularly since we radio-suppressed our vehicles. (All vehicles make radio noise, particularly from the ignition and generator. This can be picked up with special receivers.)

As an aside, I see your photos have large white areas on them. I'll guess you scanned themm in and had the scanner set to max area.
