A LU-4 is a M-37 winch, and if the numbering works like that of the LU-2 that is a 1952 winch.
They are worth more then a MU-2, and rated a little weaker, so I would sell the LU-4 and buy a MU-2 to replace it. That should net you some cash as well.
The last price I heard for a LU-4 was over $800, compared to $300 for a MU-2(both in used but good condition, winch only, no acc.)
LU-2s are 1957-197? W100-W300 winches, and they are also aluminum, but not as hard to find as a LU-4.
As for using it on your flat fender, I guess it could be made to work, I have seen LU-4s on 60's W100s, and I have heard of MU-2s on almost anything, so it can be done.
But as I said before I would sell it to a needy M-37(or variant) guy and buy a MU-2. You could even look for a 53 or 52 date coded one so your winch looked original!
