The old D200 I bought stopped shifting after it got warm and it ended up being a tranny fluid filter and new tranny fluid. Hope its a dumb nut thing. No modulator valve. Check the spring on the carb linkage. If the kickdown is adjusted and the spring is broke it should just shift real fast to 3rd. Lots of minor things it could be. Hope for the best.
