I assume that you are talking about the "Flat Fender" PW. There are adjusters at both end of the shoes. Both are accessed from the backside of the brake backing plate. The top ones are at about 10 and 2 o clock and the lower ones are at the bottom. You need to loosen the large nuts holding the inner shaft on the lower ones. Note the position of the arrow on the lower shafts during adjustments. The upper adjusters are spring loaded and do not have any locking nuts. Both upper and lower adjusters are escentric cams that allow adjustment.
