2 seals or 1 seal that is the ????

One of my WC56 has only one rear axle seal and my WC54 has 2 rear axle seals. 1inner an 1 outer . Did some have 1 an not the outer. That is my ? Do not have special lock nut on the end,just plain nut. Only have it on the WC54. Drippy rear axle seals!!!!!
