The machine is intended to backup and get a running start when necessary. The horsepower of these things is huge and the motors would have to be even bigger to run continuously. In addition, the machine would take a much greater pounding if run straight ahead without stopping.
This way, they can separate out the fluff (non-recyclable stuff like upholstery and foam) and non-ferrous metals and sell the clean product at much higher prices.
