Checking the voltage AT the starter terminals, between the big stud and the case, will tell you if it's getting enough voltage. During cranking, 9 or 10 volts is more than enough. A quick test for bad connections is to crank a while and then feel all the cable ends to see if any has gotten warm.
I don't think it's a supply voltage problem myself, because you say it spins readily but doesn't engage.
