Frame ? Rivets or Bolts?

So you just got the frame you wanted and are going to take some of it apart. You cut the factory rivets off. Can you get grade 8 or 5 bolts and bolt it back together and just tack both sides with weld. Would that be acceptable? What is the general idea about that. Thanks Bill.
