They don't consider it shill bidding. They say they have the right to bid up the vehicle to reasonable levels. Often times, there's no one bidding, it's just the auctioneer acting like he's received a bid.
Every once in awhile, you might see something like that on "Chasing Cars" where Wayne Carini acknowledged that it goes on.
When I was a kid, I went to a circus, where the ringmaster was supposedly auctioning off (junk) items at bargain prices. The bidding was going fast and furious and people were getting excited to get in on the action. Then I looked around and studied the audience. Nobody was really bidding except for the occasional dupe.
A saying I go by is "Never play another man's game". When you go to an auction you are playing someone else's game, namely the two used car salesmen who run the auctions and make a ton of money.
