Is an old spadebit cable rig well driller's support truck rig.
Depending on how the driller set the A frame up he could use it as a towbar to haul the support truck behind the drill truck, or not. Some used a different towbar in the pinholes the A frame fit.
Might have front spring lockouts so it can carry more weight on the A frame, might not, some guys just shoved wood blocks in place & tied em to the springs.
The grill protector pipes are there so a man could tie off the end of a casing he was lifting into place if the casing had to be carried on the hook.
Most spadebit rigs could lift casing into place, but they didn't like lateral stress from pulling casing across a field, so support trucks existed to do that work, and take the driller to and from the well.
