In most states with seat belt laws, the law starts out as a "common sense" secondary offense in the name of public safety, where you can't be pulled over for not wearing a seat belt, but you can be sited in conjunction with some other primary offense. Then a couple years later they legislature quietly changes the law to make it a primary offense, so now you can be pulled over for a violation. That's what they did to us here in Colorado. All with the blessing of the feds, who provide federal highway funding based on state seat belt laws. They do the same thing with DUI and blood alcohol limits, which by the way will be dropping in your state in the near future.
But kids in school buses CAN'T have seat belts, because somehow it could contribute to injuries during an accident. Makes my head want to explode.
