You have either a bad shaft or case. I don't know that I would use an impact wrench. You could over tighten the nut.
You could try some .001 shim stock, 3/8 wide wrapped once around the machined surface as you start to drive it in. A little contact cement on it prior to installing may hold it.
Another option is to take the shaft, clamp it in a vise to hold it and use a pipe wrench on the machine area. Apply the wrench, give it a slight twist. This will create splines that will hold the shaft in the case so it doesn't turn.
Another option is to cut a slot across the rear for a screwdriver to hold it.
