It appears to be a diesel, preheating the intake/cylinder. Not sure why they pulled the bolt out, looked to be a compression release. Cleaning unburnt fuel from cylinder? I love the handcrank device, using the steering wwheel/shaft, guess you don't have to worry about losing it that way. Probably saves on broken arms, too! Roy
