Find a good sheet metal shop, that has a large press brake. I used Schneider Simpson sheet metal in Tacoma Wa. The shop in your area can form a channel, notch, bend and weld the ends, cut in the step holes, and you have a perfectly strait, new reproduction bumper. Should only cost you $300 bucks.
