I had that problem on ( I forget which truck), drove me crazy.
The solution, in my case, was the line from the fuel filter to the injection pump was sucking air, and it turn letting fuel flow backwards toward the tank.
Pull the fuel line from the filter to the injection pump. Look on the banjo ends and will will find a washer on each side of the banjo. Its a special washer that has a rubber (some type) in the center that seals round the retention bolt. The rubber on one washer at the fuel filter was all eaten away and in shreds. I got new sealing washers for the Chrome C Company and my problem was solved.
