Used to measure the diameters of oversize rounds. Circumferential measurement,taken with a tape that has a vernier scale, devide by 3.141592, is damn accurate. A couple thou maybe. So, the ring gap taken at top and bottom of cylinder is a fine way to check for taper.
So far as diameter, he has previously used the feeler gauge between piston a wall, and it is sloppy. IIRC, .020" excessive. But pistons cost $$$$ to replace. New rings with only.030 will sure help his oil prob, over the old ones with .187". I'd say go for it.
