If you're going to the expense of a rebuild, line boring is cheap insurance. My thought is that if your rebuilder doesn't insist on line boring after spinning 2 bearings then you should take the engine to a better machinist.
On the used engine....unless it's under $500 & you can hear it run, I'd bank on at least pulling the head & pan & doing a little measuring.
There's just so many 230 & 251's around that run but are in need of full rebuilding that I'd be hesitant unless the guy has a bill for work done or it's cheap enough to buy as a core & consider it a gamble.
