Look at your Cummins exhaust manifold. You will note that after the bolt goes thru the first web, its in the open till it gets to the second wed at the block side. That exposed portion of the bolt rusts wickedly. In rusting it gets thinner. You can plan on it most likely breaking in the exposed area when you try to remove it..
I dont mess with them. I use a small cut off wheel and cut all the exhaust manifold bolts where they are exposed in the open area. Then some heat/wax and the manifold slides off.
Now you can deal with the exhaust bolts close to the block where they have more meat and as not as likely to break. Once again, heat....not enough to change color, just enough so wax will flow like water. Let the bolt cool to finger touch, then reheat and wax her again. Now with some 'quality' vise grips with real good jaws, crank her out. I have never had one that did not come out this way.
