If I understand correctly, the square tube you are referring to is on the driver's side of the parking brake band, and is called the hand brake anchor clip. Three pieces of hardware finish out the anchor. They are: 1. The hand brake anchor spring (it mounts inside the channel. Kind of a bugger to get placed sometimes) 2. The hand brake anchor adjusting screw (this is what goes through the holes and spring. You should find threads on the thick iron flange, and the screw threads into it 3. The hand brake anchor screw lock wire.
It sound like you are missing the screw, lock wire, and spring. Parts are available from your favorite supplier like VPW, Midwest Military, etc.
The anchor adjusting screw is the first adjustment made to the handbrake. The adjusting hardware on the passenger's side of the band is adjusted after the other is adjusted and locked in place.
