Depends on condition, how badly the guy wants to sell them and how badly you want to buy them.
I recently had an opportunity to buy wheels for $100 each. I passed them up. I guess (to me) they are not worth $100.
If the wheels are going to take a lot of work, they are only worth scrap. Might as well spend more money and get wheels in good condition.
