power brakes?

Ok, I just ordered a repair manual and doing the brakes will be at the front of my list. I assume the picture shows a power brake booster. Is this standard or added on. If not standard can the brakes operate without it? I don't know much about power brakes but my understanding is early power brakes are finicky. Or am I way off base.
