On my retoration project , any thing I cant sanblast or get clean by sanding(creases , cracks , welds etc.) I use a product called "phosphoric-Plus". Its a rust converter(turns the rust black with a white powdery crust). After this produt has done its job, I re-clean the area and prime with a red-oxide primer. Its availible at Home Depot for about $18 a gallon.
