1. Sand like you never did before.
2. try products that suit your fancy for rust removal, conversion, or sealing. Removal usually involves removing the parts and dipping. Conversion-try Naval Jelly brand rust converter. Sealing out the oxygen-some like POR-15 products but that's work intensive. I used Bill Hirsch's Miracle Paint (Hemmings) with great success but you have to be careful because some paints like Imron will not stick to it. Goes on easy and is self leveling and can be painted over. Good Luck!
