When you suspect a fuel problem it's best to start with basics.
You should do a fuel pressure and flow test. How to do it has been discussed here before and instructions are available on-line.
The needle valve should control the flow of fuel, but anything can be overwhelmed. Again, find out fuel flow and pressure.
Usually, flooding caused by excessive fuel or a leaking needle valve will be most evident at partial throttle and cleanup as the throttle is opened.
