starter problems

I am trying t start my PW up for the first time. The truck still needs to be rewired.
I am using the starter and the same flywheel
from the old 230 motor. I swapped out the 230 for a 251. The problem I`m having is that the starter is spinning but it seems like the bendix gear isn`t engaging with the flywheel. I`m thinking that the starter is turning the wrong direction Is this possible. I noticed from another starter that I have when I jump start it I can see the bendix gear rotate the same direction even when I switch the terminals why.
