I couldn't read the writing on it. Very faint although the tool is in good condition. It doesn't look like it is missing anything.
Crimpers? That's along the line I was thinking. But, the best I could come up with is that it is for closing links on chain. However, it doesn't have any slots like it might if it were designed to be used on chain.
The jaws look to have two functions. One part of the jaws works like a pincer, maybe some kind of nail puller. The other part of the jaw looks like it may be used to force something closed, or as a surface to roll the pliers back to pull something out. The second function doesn't close all the way and its not sharpened.
Whatever is was designed to do required a good amount of force, so it's designed for use with metal.
