Use a 4” grinder with a stone grinding disk on it to start, grind off metal added to bed leaving some weld, get a Tiger disk (sand paper disk like your stone disk made for metal remove) and finely remove to bed. Or use a flat file to finish to the bed, remember file only cuts in forward direction, use full strokes from top to heal do not just use middle half, do not back drag file or you will dull it by breaking off tips of teeth. And get a file card to keep file clean, when finished with file wrap it in oiled paper to keep it from potentially rusting and/or rubbing on other files and becoming dull, you can get many years use from it.
