Sounds like it is vapor locking. When you stop, the heat under the hood brings the fuel to its boiling point. The fuel pump was designed to pump liquid, not vapor. I would attack that first. I have had that problem when I still had winter blend fuel in the tank on a warm (hot) day in the spring.
