Looks like they're 20" Budd rims with a ring welded in to run them with the PW axles.
Not my bag but probably if the engine is new it's probably worth it for someone wanting a 454 with lots of power. Not sure why anyone would need 650hp in a Flat Fender that's geared to go 60...at best :)
