If you install a vacuum storage tank of some kind that will assist in keeping the wipers going on hills. You can find vacuum tanks in junk yards. GM used round plastic tanks and Ford used what looked like a coffee can. Also year back they made electric Vacuum pumps to help keep the wipers going no matter what the throttle was doing.
