Rusty cross member advice?

I was disassembling my truck to get the frame ready for blasting and painting and I noticed that the boxed in cross member has rusted through on the driver's side rear (under the pass-through hole for the brake and fuel lines). The bottom of the cross member is also compromised in that area.

Assuming this is not uncommon, do most people fabricate a new cross member or repair or replace it?
