Back to your original question. NP203 is full time. I'll quote the Dodge service manual since it explains Loc better than I can. "This model incorporates a differential unit within the transfer case which allows front and rear axles to remain in continous drive in normal Hi and Lo positions. When positive front and rear wheel drive is desired, the differential action in the transfer case is locked out by moving the control lever to either Hi-Loc and Lo-Loc position. This causes both propeller shafts to transmit power simultaneously and at the same R.P.M."

This is from the owners manual. "A differential assembly assures that no damage occures to front-drive components during operation on dry,hard-surfaced roads." It's designed that way, so that it has good, easy turning on the hard pavement in Hi or Lo positions while still giving 4 wheel drive. In Lock positions the differntial action in the transfer case is eliminated, by locking the front and rear output shafts together. In-this mode , neither the front or rear axle can rotate independently of the other which provides maximum traction.
Bottom line:
Use Hi or Lo for normal high speed street pavement driving. Use Hi-Loc or Lo-Loc for off-road/deep snow driving at slow speed.

Note: Vehicle should not be operated at road speeds in a Loc position.
