First, WASHING SODA, not baking soda.
Wait for neighbor to go on vacation. empty gas tank & cork engine up tight. Push rusty truck into pool. Connect battery charger - to truck, + to anode. {anode should be pre fabricated, couple sheets of roofing should work} Add WASHING Soda, 1 tablespoon per gallon of water. Pool filter pump should disolve soda. Turn off pool filter. Plug in charger. 24 to 48 hours later, winch truck out of pool & pressure wash.
Actual derusting time will depend on size of truck, amount of rust, and charger capacity.
Seriously, if the link works, you'll have the answers. With a large enough tank, dipping a hit & miss engine works great, takes 2 to 3 days depending on degree of rust.
