As for the gauge, If you are reading full all of the time, at least part of the gauge is working. If the you had no voltage it would read empty. You've already replaced the sender, so my guess is that you've got a 6 volt gauge receiving 12 volts. The resistance across the sender varies with the float. To test it, using an ohm meter, with the sender disconnected (NO VOLTAGE APPLIED), I believe on your truck you should read 0 ohms at full and 80-90 ohms empty (I could have that backwards). With the higher voltage (12 volts on a 6 volt system) it would take a higher resistance to achieve the same voltage to the gauge that the 6 volt system had.
